Consulting Services to Prepare Road Infrastructure Projects for the Sector Operational Programs for Transport and Regional Development

 

Contract Reference: RIRP-C-11

 

This request for Expressions of Interest follows the General Procurement Notice for this project that appeared in Development Business No. 689 of October 31, 2006.

 

The Republic of Bulgaria has received a loan from the International Bank for Reconstruction and Development (IBRD) and intends to apply part of the proceeds of this loan to payments under the contract for “Consulting Services to Prepare Road Infrastructure Projects for the Sector Operational Programs for Transport and Regional Development”.

 

The services will be provided to the Ministry of Regional Development and Public Works (MRDPW) and to the Road Infrastructure Agency (RIA) under MRDPW, and they include:

 

-          Reviewing and updating the current status of road projects proposed under the Sector Operational Programs for Transport and for Regional Development, and the identification of a road investment program for the period between 2011 – 2010 to be implemented over the EU Cohesion and Structural Funds planning periods between 2007 – 2013 and 2014 – 2020.

 

-          Streamlining and standardizing preparation and implementation for all road projects under the Sector Operational Program for Transport and Regional Development, including: preparation/update of operational manuals; standardization of model bidding documents and condition of contracts; standardization of Terms of Reference for technical studies, detailed designs and supervision of works, project management; and enhancement to current tendering procedures for works and for detailed design and supervision consultants.

 

-          Finalizing Applications Forms to the European Commission for Technical Assistance and for each road investment project not yet approved for financing, including as appropriate: support in hiring consultants for the preparatory technical studies and supervise the conduct of related preparatory studies and activities; ensure the quality and completeness of the inputs to the applications, and support the Employer in obtaining construction permits and clearances.

 

-          Supporting MRDPW and RIA in procuring consultancy services related to implementation of approved and planned projects, including the hiring of project management consultants and consultants for detailed engineering designs; the review of detailed designs to ensure that appropriate technical solutions, technical standards and international good practice have been applied; and the review of environmental management and land acquisition plans.

 

-          Supporting MRDPW and RIA in the preparation of bidding documents and in the procurement procedures for construction contracts.

 

The services are expected to start in December 2010/January 2011 or earlier for an assignment that is expected to span over 30 months.

 

The Ministry of Regional Development and Public Works, through the Road Infrastructure Agency, now invites eligible consultants to indicate their interest in providing these services. A consulting firm will be selected using “Quality- and Cost-Based Selection (QCBS)” method in accordance with World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

 

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff, and so forth). Consultants may associate to enhance their qualifications. A suitable Expression of Interest would provide information to be used in determining the firm’s qualifications and competencies, including the following:

 

-          Background information on the firm’s / organization’s structure, core business, years in business, technical and managerial organization, scope of employees, and recent business activities.

 

-          Summaries of firm’s consulting accomplishments / references during the five-year period between 2005 and 2009/2010, showing the relevance of the firm’s experience and qualifications in the field of the assignment: (i) large road infrastructure project management, (ii) road infrastructure construction management, (iii) road works supervision, (iv) road infrastructure design, (v) road infrastructure project preparation, (vi) funding mechanisms and requirements for projects under funding from European Union, and (vii) relevant geographic experience in European Union, Central and Eastern Europe, or Bulgaria.

 

-          General qualifications and number of key staff relevant to the assignment (preferably those that the firm would propose to apply to the proposed assignment.)

 

Consultants are not required to submit a Technical or Financial Proposal at this stage.
