Bids for the construction of 54 km of the road Vidin – Ruzhintsi were opened

imagesCA6OQ3A7.jpgBids under the public procurement procedure for design and construction relating to the modernization of 54.3 km from road I-1 (E-79) Vidin – Botevgrad, in the section from Vidin to Ruzhintsi, were opened. The indicative value of construction and assembly works is nearly BGN 460 million, VAT excluded. The implementation of this project will be funded by the republican budget.


 

The public procurement for design and implementation of the construction and assembly works for the section from Vidin to Ruzhintsi is divided into three separate lots.


Separate
LotNo1 is the section from Vidin to Makresh road junction (from km 3+757 to km 33+400). Its total length is 29.643 km. The indicative value for implementation of the construction and assembly works is BGN 250,750,157, VAT excluded, but it is not a limit value. The timeframe for its implementation is 30 months.

4 bidswereopenedfor this section. They were submitted by:

  • Severozapad Lot 1 DZZD, which includes: Nivel Stroy ЕООD, PST Group ЕАD, Patengineering – М AD, PST Vidin ЕООD and PST Sofia ЕООD;
  • DZZD Vidin – Makresh, in which participate: GBS-Infrastrukturno stroitelstvo AD and Glavbolgarstroy International AD;
  • DZZD APP VIDIN – BOTEVGRAD, in which participate: GROMA HOLD ЕООD and EUROPEAN ROADS АD;
  • TRACE GROUP HOLD AD.

The route in the section from km 3+757 to km 8+870 will follow the existing Vidin bypass road, which will be reconstructed and widened with two traffic lanes in each direction, i.e. a road gauge of 20 m will be ensured. After km 8+870 the route will be constructed on a completely new terrain out of the existing road І-1, with motorway gauge G28, including two traffic lanes in each direction, emergency lane, verges and central reservation. The two existing road junctions will be connected to the new road gauge – at the crossing of the new road ІІ-12 Vidin – Bregovo (Bregovo road junction) and road ІІ-14 Vidin – Vrashka chuka (Novoseltsi road junction).

In order to increase road safety and conflict-free intersection with the republican road network, in the section from km 8+870 to km 33+400, three new road junctions will be constructed – Vidin road junction at the bypass road of the town at km 9, Dunavtsi road junction at the crossing with the third class road Dunavtsi – Sinagovtsi at km 20, and Kula road junction for connection with the road Kula – Stratsimirovo – railway station Stratsimirovo, at km 30. Also, 21 large facilities will be built in this section - 2 bridges over the rivers Deliyska and Voynishka, 2 viaducts, 3 overpasses, 5 road underpasses and 9 agricultural overpasses and underpasses. At kilometer 15, on both sides of the road a rest area with electricity, water supply and a sewage facility will be constructed.

Separate Lot No 2 is the section from the road fork to Makresh, at the future Makresh road junction, to the village of Bela, at Bela road junction (from km 33+400 to km 47+000). The total length of this section is 13.6 km. The indicative value is BGN 115,042,400, VAT excluded, but it is not a limit value. The timeframe for implementation is 24 months.

7 bids wereopenedfor this section. They were submitted by:

  • Consortium Geopat Vidin Ruzhintsi DZZD, in which participate: PATSTROY – 92 АD and GEOSTROY АD;
  • DZZD Road Group, which includes: GP GROUP AD, BG LAND CO AD and KOPEX & CO. ЕООD;
  • GBS Infrastrukturno stoitelstvo AD;
  • SEVEROZAPAD LOT 2 DZZD, in which participate: PST GROUP ЕАD, Parengineering – М АD, PST – Vidin ЕООD and PST Sofia ЕООD;
  • DZZD APP VIDIN – BOTEVGRAD, in which participate: GROMA HOLD ЕООD and EUROPEAN ROADS АD;
  • DZZD АМ MAKRESH BELA, which includes: AVTOMAGISTRALI HEMUS АD, OBRES ASFALTATGES TARRACO SA and EME y HOTA GRUAS SA;
  • TRACE GROUP HOLD AD.

This section of the road is out of the range of the existing road I-1 and follows a new route with motorway gauge G28, including two traffic lanes in each direction, emergency lane, verges and central reservation, where at certain sections with bigger slope the construction of a deceleration lane for slow moving commercial vehicles is provided for. The section between km 33 and km 37 is located to the west of the existing road I-1 (Е79). At km 36 the new road will cross the railroad Vidin – Sofia through an overpass and will pass over an irrigation canal. From km 37 to km 42 it will descend to the town of Dimovo and Archar River, will cross the road I-1, and at km 40 will pass over the town of Dimovo. From km 42 to km 47 the road will follow over the town of Dimovo and the village of Bela, it will be parallel to the road Dimovo – Ruzhintsi, and at km 46 it will cross again road I-1 through a road junction.

Two road junctions will be constructed in this section – Makresh road junction at km 36 and Bela road junction on road I-1, in the section Bela – Skomlya at km 46. Several facilities will be built – 8 bridges, 2 agricultural underpasses, drains, etc. A traffic management control center will be located near Bela road junction.

Separate Lot No 3 is the section from the village of Bela to Ruzhintsi (from km 47+000 to km 58+128). Its total length is 11.128 km. The indicative value for implementation of construction and assemble works is BGN 94,135,800, VAT excluded, but it is not a limit value. The timeframe for implementation is 24 months.

6 bids were opened for this section. They were submitted by:

  • INGSTROYENGINEERING EOOD;
  • DZZD Bela – Ruzhintsi, which includes: GBS-Infrastrukturno stroitelstvo AD and Glavbolgarstroy International AD;
  • Severozapad Lot 3 DZZD, in which participate: PST GROUP ЕАD, Patengineering – М АD, PST – Vidin ЕООD and PST Sofia ЕООD;
  • DZZD APP VIDIN – BOTEVGRAD, in which participate: GROMA HOLD EOOD and EUROPEAN ROADS АD;
  • Consortium GEO PAT KARO BUILD, in which participate: Geostroy АD, Patstroy-92 АD, Karo Trading ООD and Eurobuild OOD;
  • TRACE GROUP HOLD AD.

The section between the village of Bela and Ruzhintsi will be constructed with motorway gauge G28, including two traffic lanes in each direction, emergency lane, verges and central reservation, where at certain sections with bigger slope the construction of a deceleration lane for slow moving commercial vehicles is provided for. Such lane is also envisaged between km 36 and km 39 on the carriageway to Vidin, and between km 39 and km 44 in the direction towards Botevgrad.

Between km 47 and km 52 the road will be parallel to the railroad, lying distant from it and not affecting the existing agricultural road. Then, at km 49 it will cross Skomlya River over the dam, will pass over two gulches, and at km 52 the route will cross the railroad Vidin - Sofia. Between km 52 and km 58, after passing the road to the village of Oreshets, the new road will descend to Ruzhintsi. At km 56 the section will pass over road I-1 /E79/ Vidin – Kula.

An overpass over the railroad Vidin – Sofia, as well as bridges over Barata and Skomlya Rivers and 3 agricultural underpasses will be built in this section. At km 50, on both sides of the road there will be a rest area with toilets, parking lots, lighting and a sewage facility.

The construction of direction Vidin – Botevgrad /167 km/ will start with one of the most complicated sections: Mezdra – Botevgrad /33 km/ and Vidin – Ruzhintsi /54.3 km/, which is more than half of the expressway route. In order the works to be completed within a shorter period, the construction of the road between Mezdra and Botevgrad is divided into two sections – Lot 1 /19.3 km/ and Lot 2 /13.4 km/. As far as Lot 2 is concerned, a contractor has already been selected and the contract is about to be signed. The tender commission for the selection of a contractor for Lot 1 is continuing its work and the opening of price proposals is still to be done.

As regards to the public procurement procedure for selection of contractors for the section of 33 km of road I-1 between Mezdra and Botevgrad, as well as the section from Vidin to Ruzhintsi, a new payment scheme will apply, which provides the payment of the total contract value to the contractor after completion of the construction works. The goal is that future contractors of the direction Vidin – Botevgrad work as efficiently as possible to complete the site providing high quality and within a short period of time.

The road Vidin – Botevgrad is a priority project under the investment program of the Road Infrastructure Agency and the Ministry of Regional Development and Public Works up to 2022, as the overall homogenization and modernization of the route from Danube Bridge 2 will secure a fast and convenient connection between motorways Hemus, Trakiya and Struma. By implementing this project, the transit traffic will be removed from the populated areas, thus increasing road safety and reducing the harmful impact of noise and environmental pollution due to the intensive heavy goods traffic.
