The Project is cо-financed by the Cohesion Fund of the European Union and the national budget through Operational Program Transport 2007-2013.

The preparation of the expanded conceptual design after a public procurement conducted was awarded to Consortium Mosty which Mosty Bulgaria LTD and Mosty Katowice Sp. zo. o. participate in. The Contract was signed by eng. Eva Panamska, an authorized representative of the Consortium. The project value is 104 232,40 BGN exclusive of VAT and the term for execution is 120 calendar days.

The elaboration of the conceptual design is one of the steps for starting up the construction of a tunnel under Shipka Peak. At the moment the Road Infrastructure Agency is implementing the project „Road III-5004 „Bypass of the town of Gabrovo“ from km 0+000 to km 31+000, section from km 0+000 to km 20+124.5 and a stage connection from km 0+000 to km 3+130“. It includes the construction of a section of 23,254 km, a stage connection of the bypass with the existing road І-5 (3,1 km) and the elaboration of an expanded conceptual design for a tunnel under Shipka Peak. The Project is divided into 5 stages. The implementation of the first stage – rehabilitation of a section of 7,6 km was completed at the end of last year. Work is being done on the second stage at the moment. It is with a length of 3,2 km and includes rehabilitation and reconstruction of the existing road. The route passes to the west of the district of Voynovo and ends at the village of Chehlevtsi. The third, the fourth and the fifth stages are completely new construction. The third stage /5 km/ is from the crossroad with road III-4404, village of Chehlevtsi to road junction Dyado Dyanko in Gabrovo. The fourth stage /4,1 km/ is from road junction Dyado Dyanko to the district of Radetski and provides also the construction of a stage connection of Gabrovo bypass with Shipka Pass /3,1 km/. The construction of a 10,5 km long section including also the tunnel under Shipka with a length of about 3,2 km is in the fifth stage. The tunnel is planned for construction up to year 2020.

The Project is a part of Pan-European Transport Corridor ІХ Bucharest – Ruse –  Dimitrovgrad – Alexandroupolis and represents a node for the traffic in North – South direction. The passage through Stara Planina (the Balkan Mountain) in the central part of Bulgaria is performed through it. The main transport directions, which it will serve are: Ruse – Veliko Tarnovo – Shipka – Stara Zagora – Svilengrad (Makaza) and Oryahovo – Sevlievo – Shipka – Stara Zagora – Svilengrad (Makaza).
