Phased Construction of Hemus Motorway from Boaza to Ruse - Veliko Tarnovo Road Begins

DSC_0010.JPGThe staged construction of Hemus Motorway started in the section between the Boaza road junction and the I-5 Ruse - Veliko Tarnovo road with a length of 134.14 km. At the end of last year, the government allocated BGN 1.12 billion (VAT excluded) from the budget. The contractor of this project is the state-owned company Avtomagistrali EAD. The beginning of the construction works was attended by Prime Minister Boyko Borisov, the Minister of Regional Development and Public Works Petya Avramova, the Deputy Minister of Regional Development and Public Works Nikolay Nankov, the Chairman of the Road Infrastructure Agency Georgi Terziyski, the Executive Director of Avtomagistrali EAD Stoyan Belichev, members of parliament, mayors from the region and others.



The route is divided into six sections. The construction of the first three will start this year, and the technical design of the rest will be completed in 2019. The goal is to complete the entire route by 2023.

The section between the Boaza and Dermantsi road junctions, which we symbolically launched today, is to be completed in 2021. We are ready to start working on the third section between the Kalenik and Pleven road junctions. Work will be carried out in stages on all routes where design has been carried out and expropriation procedures have been completed. If possible, works will be implemented in more than one place, Avramova said.

Minister Avramova expressed confidence that Avtomagistrali, together with the Road Infrastructure Agency as a contracting authority, will be working in a qualitative way on the new 134 km of Hemus. The Ministry of Regional Development and Public Works will monitor the entire process and spending of the funds. The quality of project implementation is of utmost importance, the Minister emphasized. Along the chain, everyone has responsibility - from the designer to the builder and the supervisor who gets funding from the state to control the overall performance. Therefore, changes were made to the Spatial Planning Act to enhance the requirements for licensed supervisory companies.

By the end of May, all 29 court cases on the amount of compensations for the expropriation of plots in the section between the Belokopitovo and Buhovtsi road junctions are expected to finish. Therefore, the actual construction will begin there, too.

A proposal has already been submitted to the National Assembly for the purpose of allowing preliminary implementation of the State Property Act before the appeals under the expropriation proceedings are completed. The changes will take place within a month, and that will save up to a year (or a year and a half) of the expropriation procedures, without damaging the interests of citizens.

Responding to a question from the media, Deputy Minister Nankov explained that there were a number of conceptual projects for the section between the exit for the Pleven – Lovech road to Veliko Tarnovo and reminded that Bulgarian taxpayers will save around BGN 250 million with the redesigning of the Boaza route to the exit for the Pleven – Lovech road.

Earlier today, the progress in the construction of the section between Yablanitsa and Boaza at Hemus Motorway, which is close to 10 km, was also checked. Its construction started last year, at the end of March. The work on the route is progressing. In the period between May and June, the laying of the asphalt will begin and it is quite possible for the site to be ready in the autumn, which is about half a year earlier than expected. According to the contract, it must be completed in March 2020. Currently, there are about 250 people working on three shifts and more than 150 specialized machines. At the section between Yablanitsa and Boaza there is the biggest armor embankment ever built in Bulgaria – this is 45 meters of which 28 meters is an armor embankment. It is almost a vertical wall of the slope and in the construction of the embankment special reinforcement nets and systems are incorporated.

Information about the sections into which the 134 km route of Hemus Motorway is divided from the Boaza road junction to the Ruse - Veliko Tarnovo road.

Section 1 is 15.26 km long. It starts from Boaza and will reach the intersection with road III-307 Lukovit - Ugarchin (km 87+800 to km 103+060), including the Dermantsi road junction. The connection to the existing national network will be made through two road junctions - Boaza at Km 88 and Dermantsi at Km 98.

Section 2 is 19.2 km long. It starts from the end of the Dermantsi junction - at the intersection with road ІІІ-307 Lukovit - Ugarchin, to the connection with road ІІІ-3005 Radyuvene - Katunets, including the Kalenik road junction (from km 103+060 to km 122+260).

Section 3 is 17.08 km long. It will start from the end of the Kalenik road junction at the intersection with road ІІІ-3005 Radovene - Katunets to the connection with road ІІ-35 Pleven - Lovech, including the Pleven junction (km 122+260 to km 139+340).

Section 4 is 26.8 km long. It starts from the end of the Pleven road junction, at the intersection with road II-35 Pleven - Lovech to road III-301 Letnitsa - Lovech, including the Letnitsa road junction (from km 139+340 to km 166+144.09).

Section 5 is 23.2 km long. It starts from the end of the Letnitsa road junction at the intersection with road III-301 to road III-303 Butovo - Pavlikeni, including the road junction (from km 166+144.09 to km 189+344).

Section 6 is 32.6 km long. It starts at the end of the junction of road III-303 Pavlikeni - Levski to road I-5 Ruse - Veliko Turnovo, including the road junction (from km 189+344 to km 222+000).
