RIA Starts Public Procurement for Construction and Supervision of 54 km of Road Vidin – Rushintsi
Road Infrastructure Agency starts public procurements for design and construction works and for supervision of the modernization of 54,3 km of road I-1 (E-79) Vidin – Botevgrad, in the section from Vidin to Rushintsi. The indicative value of the construction and assembly works is nearly BGN 460 million (excluding VAT). The project will be funded by the republican budget. The deadline for submission of tenders for the construction is 12 August of the current year, and for the supervision – 15 August of the current year.
For the ongoing procurement procedure for selection of contractors for 33 km of road I-1 between Mezdra and Botevgrad, as well as for this procedure a new payment scheme will apply providing the payment of the total contract value to the contractor after the completion of the construction activities. The goal is that future contractors of the destination Vidin-Botevgrad work as efficiently as possible and complete the site with high quality and within a short period of time.
The public procurement for design and implementation of the construction and assembly works for the section from Vidin to Rushintsi is divided into three separate lots.
Lot No.1 is the section from Vidin to Makresh road junction (from km 3+757 to km 33+400). Its total length is 29.643 km. The indicative value for implementation of the construction and assembly works is BGN 250 750 157 (excluding VAT), but it is not a limit value. The timeframe is 30 months. The estimated value of the tender procedure for construction supervision is BGN 3 775 000 (excluding VAT).
The route in the section from km 3+757 to km 8+870 will follow the existing bypass road of Vidin which will be reconstructed and widened with two traffic lanes in each direction, i.e. a road gauge of 20 m will be ensured. After km 8+870 the route will be constructed on a completely new terrain out of the existing road I-1, with motorway gauge G28, including two traffic lanes in each direction, emergency lane, verges and central reservation. The two existing road junctions will be connected to the new road gauge – at the crossing of the new road with road II-12 Vidin – Bregovo (Bregovo road junction) and with road II-14 Vidin – Vrashka Chuka (Novoseltsi road junction).
In order to increase road safety and conflict-free intersection with the republican road network in the section from km 8+870 to km 33+400 three new road junctions will be constructed – Vidin road junction at the bypass road of the town at km 9, Dunavtsi road junction at the crossing with the third class road Dunavtsi – Sinagovtsi at km 20 and Kula road junction for connection with the road Kula – Stratsimirovo – railway station Stratsimirovo at km 30. Also, 21 large facilities will be built in the section – 2 bridges over the rivers Deliyska and Voynishka, 2 viaducts, 3 overpasses, 5 road underpasses and 9 agricultural overpasses and underpasses. At km 15, on both sides of the road a rest area with electricity and water supply and sewage equipment will be constructed.
Lot No. 2 is the section from the road fork to Makresh, at the future Makresh road junction, to the village of Bela at Bela road junction (from km 33+400 to km 47+000). The total length of this section is 13.6 km. The indicative value is BGN 115 042 400 (excluding VAT), but it is not a limit value. The timeframe for implementation is 24 months. The estimated value of the contract for supervision is BGN 1 737 886 (excluding VAT).
This road section is out of the range of the existing road I-1 and follows a new route with motorway gauge G28 including two traffic lanes in each direction, emergency lane, verges and central reservation, where at certain sections with bigger slope the construction of a deceleration lane for slow-moving vehicles is provided for. The section between km 33 and km 37 is located to the west of the existing road I-1 (E79). At km 36 the new road will cross the railroad Vidin-Sofia through an overpass and will pass over an irrigation canal. From km 37 to km 42 the road will descend to the town of Dimovo and Archar River, it will crossroad I-1 and at km 40 will pass over the town of Dimovo. From km 42 to km 47 the road will follow over the town of Dimovo and the village of Bela, it will be parallel to the road Dimovo – Ruzhinci and at km 46 will cross again road I-1 through a road junction.
Two road junctions will be constructed in this section – Makresh road junction at km 36 and Bela road junction on road I-1 in the section Bela – Skomlya at km 46. Several facilities will be built – 8 bridges, 2 agricultural underpasses, drains, etc. A traffic management control center will be located near Bela road junction.
Lot No. 3 is the section from the village of Bela to Rushintsi (from km 47+000 to km 58+128). The total length of this section is 11.128 km. The estimated value for implementation of the construction and assembly works is BGN 94 135 800 (excluding VAT), but it is not a limit value. The timeframe for implementation is 24 months. The indicative value of the contract for supervision is BGN 1 424 287 (excluding VAT).
The road section between the village of Bela and Rushintsi will be constructed with motorway gauge G28, including two traffic lanes in each direction, emergency lane, verges and central reservation, where at certain sections with bigger slope the construction of a deceleration lane for slow-moving vehicles is envisaged. Such lane is envisaged also between km 36 and km 39 in the carriageway to Vidin and between km 39 and km 44 in direction Botevgrad.
Between km 47 and km 52 the road will be parallel to the railroad lying remote from it and does not affect the existing agricultural road. After that, at km 49 it will cross Skomlya River over the dam, it will follow over two gulches and at km 52 the route will cross the railroad Vidin – Sofia. Between km 52 and km 58, after passing the road to the village of Oreshets, the new road will descend to Rushintsi. At km 56 the section will pass over road I-1 /E79/ Vidin – Kula.
An overpass over the railroad Vidin – Sofia, as well as bridges over the rivers Barata and Skomlya and 3 agricultural underpasses will be built in this section. At km 50, on both sides of the road there will be a rest area with toilets, parking places, lighting and sewage equipment.
The construction of direction Vidin – Botevgrad /167 km/ will start with one of the most complicated sections Mezdra – Botevgrad /33 km/ and Vidin – Ruzhinci /54.3 km/, which represents more than half of the expressway route. The projects are divided into lots so that the sites may be built at the same time and be completed within a short period.
The road Vidin – Botevgrad is a priority project under the investment program of the Road Infrastructure Agency and the Ministry of Regional Development and Public works to 2022 because the overall homogenization and modernization of the route from Danube Bridge 2 will secure a fast and convenient connection between motorways Hemus, Trakiya and Struma. With the implementation of the project the transit traffic will be removed from the populated areas, thus increasing road safety and reducing the harmful impact of noise and environmental pollution due to the intensive heavy goods traffic.
