Technical description:

The objective of the scheme for provision of a grant is to improve the accessibility to the main transport destinations in the regions for planning through reconstruction and rehabilitation of second- and third-class (beyond the Trans-European Transport Network) national roads.

The Programme anticipates the rehabilitation of national roads of second and third class on the territory of the 27 regional road administrations. The Projects offered by the Road Infrastructure Agency to the Managing Authority are selected on a regional principle and are implemented in stages, depending on their technical readiness.

Over 900 km of the second- and third-class road network are rehabilitated with the financing provided. The rehabilitation of nearly 840 km is completed as of October 2014. 

STAGE I

On 30 January 2009 in the capacity of a specific beneficiary under the scheme for provision of a grant by Operational Programme “Regional Development” 2007-2013 (OPRD), under priority axis “Regional and Local Road Infrastructure”, Road Infrastructure Agency deposited before the Managing Authority (MА) of OPRD documents for application with projects from the first stage of OPRD. The documents contain a Medium-Term Framework Investment Programme (MFIP) and design fiches for the projects.

A Framework Agreement is signed between the Ministry of Regional Development and Public Works and the Road Infrastructure Agency after the successfully completed evaluation of the quality (technical and financial) of the documents submitted by Road Infrastructure Agency on 5 June 2009. It regulates the procedure and the conditions under which the Ministry of Regional Development and Public Works assigns to Road Infrastructure Agency the management of the projects included in the Medium-Term Framework Investment Programme (MFIP) with registration number BG161PO001/2.1-01/2007/001 under the scheme for provision of a grant financial assistance “Support for rehabilitation and reconstruction of second- and third-class roads”.

The approved Medium-Term Framework Investment Programme (MFIP) is with a value of 501 091 393 BGN.

The grant contracts for 13 lots of the first stage at the total value of 184 892 350 BGN are signed between the Managing Authority of OPRD and the Road Infrastructure Agency on 8 October 2009. After signing the contracts for construction and construction supervision with the selected contractors, the total value of the contracts for grant financial assistances added up to 119 847 568 BGN. The value is formed from the budgets of the individual projects which include the construction value, the expenditures for construction and author’s supervision, for auditing, for publicity and other admissible expenditures for the implementation of the projects and the application of the programme.

The 13 projects from the first stage of OPRD for which there is signed Protocol model form 16 in conformity with Ordinance No 3 of 31 July 2003 on drawing up deeds and protocols during the construction to the Spatial Development Act are successfully completed. The amount of the funds spent for the projects from the first stage of OPRD is 117 602 099 BGN. The total value of the verified funds on the part of the Managing Authority of OPRD for the projects from the first stage, after their completion is 110 635 507 BGN.

STAGE II

The c grant contracts between the Road Infrastructure Agency and the Managing Authority of OPRD for the projects from the second stage of OPRD are signed on 29 April 2010. They include 28 road sections with a total length of 311 km. The total value of the contracts for the projects of this stage is 264 985 729 BGN. After signing the contracts for construction and construction supervision the value of the grant contracts is 160 695 894 BGN.

14 of in total 15 projects from the second stage are successfully completed as of the beginning of March 2016. The grant contract for Lot 22 is terminated. The amount of the funds spent for the projects from the second stage of OPRD is 152 670729 BGN. The total value of the verified funds by the Managing Authority of OPRD from this stage is 128 078 245 BGN.

STAGE III

The section of Sofia Ring Road – from km 42+800 to km 44+720, which is included in priority as Lot 31 in the third stage under OPRD is financed with the funds saved from the first stage of OPRD. The value of the contract for provision of a grant financial assistance is 33 956 373 BGN. The total value of the grant contract for lot 31 after its completion and verification of the funds by the Managing Authority of OPRD is 29 210 986 BGN.

STAGE IV

Grant Contracts at a total value of 155 461 928 BGN are signed with the funds saved from the first and second stages of OPRD on 7 December 2011. They are for 15 projects from the fourth stage. The total length of the second- and third-class roads anticipated for rehabilitation is 234 km. After signing the contracts for construction and construction supervision the total value of the contracts for grant financial assistances is 135 980 834 BGN.

The 15 projects from the fourth stage of the Programme are successfully completed. The amount of the funds spent for the projects from this stage is 130 511 258 BGN. The total value of the verified expenditures by the Managing Authority of OPRD for the projects as of March 2016 is 128 397 802 BGN.

STAGE V

After the release of funds from the projects agreed under the fourth stage an additional financial resource is generated by which on 18 December 2012 the Road Infrastructure Agency concluded three new contracts with the Managing Authority of OPRD. They are for Lot 51, Lot 54 and Lot 59 from the fifth stage. The total value of the contracts for the projects from this stage is 29 420 555 BGN. After signing the contracts for construction and construction supervision the total value of the contracts for grant financial assistances is 27 513 372 BGN.

The three projects are completed. The amount of the funds spent for the projects from the fifth stage is 26 847 526 BGN. The total value of the verified expenditures by the Managing Authority of OPRD is 25 997 594 BGN.

STAGE VI

On 22 March 2013, after the release of a financial resource Road Infrastructure Agency concluded two new contracts with the Managing Authority of OPRD for projects – Lot 47 and Lot 60, which are from the sixth stage of the Programme. The total value of the contracts for the projects from this stage is 22 796 401 BGN. After signing the contracts for construction and construction supervision the total value of the grant contracts is 18 551 822 BGN.

The two projects are completed. The amount of the funds spent under the Contract for grant financial assistance from the sixth stage as of the beginning of March 2016 is 18 280 521 BGN. The total value of the verified expenditures by the Managing Authority of OPRD from this stage is 17 725 371 BGN.

STAGE VII

On 20 August 2013 after the release of an additional financial resource, Road Infrastructure Agency concluded another two contracts with the Managing Authority of OPRD – for Lot 63 and Lot 64, from the seventh stage of the Programme. The total value of these projects is 10 926 275 BGN.

Both projects are successfully completed. The value of the contracts for grant financial assistances, after their completion and verification of the funds is 9 793 918 BGN.

STAGE VIII

On 21 October 2013 after the release of an additional financial resource, the Road Infrastructure Agency concluded two new contracts with the Managing Authority of OPRD – for Lot 65 and Lot 66, from the eighth stage. Their total value is 7 392 091 BGN.

Both projects are successfully completed. The total value of the verified expenditures by the Managing Authority of OPRD is 6 584 373 BGN.

On 17 February 2014 after Resolution No 500/23.08.2013 of the Council of Ministers for provision of consent of the Contracting Authorities under Operational Programmes to conclude grant contracts with beneficiaries over the budget defined under the relevant Operational Programme, for Project Lot 70 “Northern Speed Tangent from km 0+000 to km 16+540” from the eighth stage of OPRD a grant contract is concluded at the value of 234 996 784 BGN. It is approved on 4 June 2014 by a Decision of the European Commission. The amount of the grant approved by the European Commission is 120 151 948 Euro. Of them 85% are co-financed by the European Regional Development Fund, and 15% are the funds from the national budget. After signing the contracts for construction and construction supervision the value of the c grant contract is 220 104 261 BGN.

The amount of the funds spent under the project as of March 2016 is 195 281 545 BGN. The value of the expenditures verified by the Managing Authority of OPRD is 162 497 845 BGN.

STAGE IX

On 8 September 2014 after the release of a financial resource, Road Infrastructure Agency concluded a new contract with the Managing Authority of OPRD for Project lot 89 at the value of 1 304 989 BGN, which is from the ninth stage of the Programme. The value of the verified expenditures on the part of the Managing Authorities of OPRD for this Project is 979 530 BGN.

 STAGE X

On 9 September 2015 the Road Infrastructure Agency concluded a new contract with the Managing Authority of OPRD for Project Lot 85 at the value of 10 587 836 BGN, which is from the tenth stage of the Programme. The funds paid under the Project as of March 2016 are in the amount of 9 688 594 BGN. The value of the verified expenditures on the part of the Managing Authority of OPRD is 9 688 594 BGN.

As a Beneficiary under Operational Programme Regional Development (OPRD) 2007-2013 on 23 December 2011 Road Infrastructure Agency concluded a grant contract with the Managing Authority of OPRD with subject-matter ”Optimization of Road Infrastructure Agency for management of programmes and projects financed by European funds”, funded under Priority Axis 5: “Technical Assistance”, Scheme for the provision of a grant: BG161РО001/5-01/2008 Technical Assistance for preparation, management, monitoring, evaluation, information, control and strengthening of the administrative capacity for implementation of OP “Regional Development” 2007-2013. Activities as “Building up a system for automatic collection of data on the traffic along the automobile roads in Bulgaria“, ”Development and introduction into Road Infrastructure Agency of Managerial Information System (MIS) for monitoring and evaluation of the implementation of all the projects of the Road Infrastructure Agency financed under OPRD“, “Development of ready-made projects in a full degree of design readiness, by which the Road Infrastructure Agency will have possibility to apply for financing with means from the European Funds within the framework of the next programming period 2014-2020“ and so on are included in the Project. The total value of the Project is 6,4 million BGN.

The Managerial information system for the projects under OPRD is successfully introduced into the Road Infrastructure Agency in 2013. The value of the Project is 208 800 BGN inclusive of VAT.

A system for automatic collection of data on the traffic along the second and third class roads in the Republic of Bulgaria is successfully introduced in 2014. The value of the Project is 2 878 848 BGN inclusive of VAT.

In 2014 contracts are signed with contractors for six specified positions in conformity with activity 3 of Project „Development of ready-made projects in a full degree of design readiness, with which the Road Infrastructure Agency will have possibility to apply for financing with means from the European Funds within the framework of the next programming period 2014-2020”. The total value of the contracts for design under OPRD is 2 436 000 BGN inclusive of VAT.

Technical description:

Priority axis 7 ”Regional road infrastructureis directed to investments in the network of first-class, second-class and third-class roads, to improve the connectivity and the accessibility of the secondary and third-rate nodes in the TEN-T network for loads and passengers. The investments will contribute to the implementation of the Strategy for development of the road infrastructure in the Republic of Bulgaria 2014-2020.

The basic principles of the Strategy are:

Connectivity: The connectivity is directly related to the national integration and refers most of all to the national and to a smaller degree to the municipal road network connecting the regional centers and the main international corridors. It contributes to the economic development of the country connecting the internal and the external markets with the regions of production and consumption.

Accessibility: The concept for accessibility refers to the role of the roads for improvement of the access to the suburban and peripheral areas. The main role of the roads of a lower class is to service the significant economic areas with contribution to the economic growth – agricultural areas, tourist sites, developed industrial zones, and reserves of natural resources.

Another main priority of the Strategy for development of the transportation system of the Republic of Bulgaria up to 2020 is the attainment of high level of safety and security of the transport. This priority is in conformity with the guidelines of the transport policy of the EU for provision of the safety of the kinds of transport and the preservation of the life and the health of the transport users. The planned investments in road infrastructure will create possibilities for development of the specific economic potential of the regions through increased mobility and access to markets. They will result in improvement of the business climate as a main prerequisite for the attraction of investments and creation of new workplaces. The investments in regions with a potential for development of tourism will have special benefit, as they will provide the access to the tourist sites and will increase the attendance. The rehabilitation of the road infrastructure will contribute to the development of multimodal transport systems as well as of the condition of the environment. The improvement of the qualitative characteristics of the roads will reduce the time for movement and will provide the maintenance of permanent speed of the motor vehicles, and in this manner it will contribute to the reduction of the emissions of greenhouse gases. The modernized road infrastructure will provide possibility for choice of the local population of a kind and a place of education and health services and will render assistance for the prevention of the social isolation of the remote and difficult for access areas.

STAGE I

Rehabilitation and reconstruction of 258,033 km of a second- and third-class national road network is anticipated in Stage I of OPRD 2014-2020.
